REQUEST FOR QUALIFICATIONS

Owner’s Project Manager

Ritzville Library District #2 (RLD2) is requesting statements of qualifications from individuals or firms interested in acting as an Owner’s Project Manager (OPM) during the construction and post-construction phases of a rehabilitation project to make the Ritzville Carnegie Library ADA accessible.

Project Description
The project consists of renovations to the Ritzville Carnegie Library including, but not limited to installing an elevator and relocating an existing stairwell, selected restrooms, and selected storage rooms.  This building is a recognized historic building and all work must follow the Secretary of the Interior’s Standards for the Rehabilitation of Historic Properties.  Other projects, such as window replacement, electrical upgrades, and similar projects may be included in the scope of work.  Project is to be completed by spring of 2017.  RLD2 has contracted with SHKS Architects for design drawing and contract documents.

Project Location
The project is located at 302 W. Main Ave., Ritzville WA 99169. 

Scope of Work
The OPM will work with the Library Building Committee to guide RLD2 through all phases of renovation.  The OPM will also act as RLD2’s liaison to professionals contracted by RLD2 to complete the planning, permitting, design, and construction phases of the project.  The OPM will be expected to advocate for RLD2’s best interests at all times. 

Major tasks will include, but are not limited to:

  • Permitting and Regulatory Assistance
  • Bid-Phase Assistance
  • Construction Contract and Documentation
  • Construction Administration
  • Post-Project Follow-up
  • On-call and Other Services

Upon successful negotiation of terms, the OPM and Building Committee will develop and mutually agree upon details of scope of work.

Submittal
Submittals should include the following information: Firm name, address, phone and fax numbers; Name of Project Manager; Number or employees proposed to work on project.

Submittals will be evaluated and ranked based on the following criteria:

  • Qualifications of Key personnel
  • Relevant Firm Experience
  • Firm and actual designers experience
  • Familiarity with relevant codes and standards including Secretary of the Interior’s Standards for the Rehabilitation of Historic Properties
  • Past performance/references
  • Familiarity with Adams County and Geographic Proximity

Please submit THREE copies or your Statement of Qualifications to Kylie Fullmer, Library Director, Ritzville Library District #2, 302 W. The selection process shall follow the requirements set forth in Chapter 39.80 RCW.

Following initial evaluation of submittals, RLD2 may conduct an interview with the most qualified firms to determine final selection.  RLD2 assumes no obligation of any kind for expenses incurred by any respondent to this solicitation.  RLD2 reserves the right to withdraw this proposal at any time.
